Why are flights from Europe to USA cheaper than flights from USA to Europe?

I mean, they’re the SAME PLANE and same flight, just orginating in different places.
Example: Flight from DC to Rome 7/6/10- 7/20/10: $1409 (non stop)
Flight from Rome to DC, same dates: $1045.
Tell me this isn’t BS.
My best educated guess is taxes! our Government tax on carrier’s fuel so they charge us more.
