Is the situation with Russia being manipulated now by Western Europe to put real fear into Eastern Europe?

By putting fear into Eastern Europe, Western Europe will more easily gain allies in Eastern Europe which will transfer into a larger NATO force as well as a larger European Union.

It serves Western Europe to have Eastern Europe fearing a resurgent Russia.
