Vichy France would only be included after the German occupation.
National Geographic had a European map for 1940 which would include what you are looking for.

Vichy France
http://en.wikipedia.org/wiki/Vichy_France
The suggested maps are good for their respective dates, but things changed very quickly in 1938-1940 Europe. Austria was annexed to Germany in March 1938; the Sudetenland likewise after the Munich Pact (Sept 1938), while the remainder of Czechoslovakia was divided into three parts in November. In addition, territory held by the Nationalist forces in Spain increased throughout the year at the expense of the Republic. So, you see, there can be no single map of "Europe in 1938".
Likewise, Vichy France would not exist till July 1940, and Stalingrad (Volgograd), though it existed, would assume no particular importance until it was attacked by the Germans in the late summer of 1942.
